Working PTC was mandatory on the UP in the western region as of the 8th. PTC only enforces the speed that you pass the restricting signal. With PTC the train must be at 15mph or less when passing a restricting signal, once the head end is by the signal speed may be increased to 20 mph the requirement to stop short rest solely with the crew. PTC does not keep track of other trains in the same block.
