Correct Samtrans owns the ROW(at least the east side of bridge to RWC jct) The bridge has to be scraped. Unless the powers at be want to barge out each section of the steel span and rebuild it. The Center span was knocked out of alignment by the 89 quake. And all the cement piers poured in 1908 under the steel sections are crumbling. concrete and steel technology has come along way since the early 1900's. I have personally been on the center span and both approaches (even boated and fished around it at high tide)and although the steel sections and concrete approaches are in reasonably good shape, it would be best to build a new trestle and bridge with new tech. Though a cabon copy of the original would be cool.
