Samtrans indeed is the owner the bridge. But, maybe not all of the ROW or easements beyond the east end.
Some of these studies appear to be still be looking at some kind of DMU type service, with interagency transfers at each end to BART, ACE and Caltrain. Although from a travel demand standpoint what would clearly work better for actual travelers, but cost more, is true though high frequency commuter service all the way out through Altamont into and down the Valley, without time consuming multiple transfers to different agencies.
Altamont-Dumbarton, even with a new replacement bridge and a new Altamont long tunnel would still be a much cheaper investment than building through Pacheco pass, for a connection to our what will be a $10 billion "stranded" CHSRA high speed line segment investment between Chowchilla and Wasco.
And, although Altamont Dumbarton would be longer than the proposed CHSRA route via Pacheco, this route would clearly serve many more Valley Bay Area, Peninsula bound trips. Which, unlike the CHSRA fiasco, would serve the very real travel deficiency in the Dumbarton and 580 corridors. This routing would not allow for an eventual (long after we're all dead?) Kopp "vison" of an under 3 hour service to LA, for which we have plenty of unused excess intrastate regional airport capacity for well over the next 30 years into the future.
