Cajon Connector

On Cajon Pass, right near Summit, is a connecting track from BNSF to the UP, (Old SP). I've only seen what seemed to be a UP Local,(3 engines and 9 cars), on it, waiting to enter BNSF. What is the usual use? I go by it often and have never seen any other movement on it. When was it built? Thanks.
