The Skokie Swift presently has a number of grade crossings with third rail power. The trains coast across the gaps easily since they usually operate at reasonably high speed. The crossings are protected by crossing gates, illuminated signs, flashing lights, high wire fencing along the entire right-of-way and what is known in the midwest as "cattle guards---long lengths of lumber shaped with sharp edges upward and bordered by wooden fencing. It would take someone with either a wish to be a story in the Darwn Report or with absolutely no brains to attempt to access the tracks. That's not to say that it hasn't happened.
The major problem is when some idiot driver tries to beat a train to the crossing and goes thru the downed crossing gate. The speed of the train can easily propel the car and driver beyond all impediments and onto the third rail. That, also, has been known to happen.
On a happier note, the CTA has started building an intermediate station on the Skokie Swift at Oakton Street in downtown Skokie near the site of the original Chicago Rapid Transit/North Shore Oakton Street station, removed when the Swift started services. There is also talk of building a station in Evanston, again replacing a former station used by the Chicago Rapid Transit's Skokie line many years ago.
