Considering this was "stimulus" funding to get us out of the great recession that began 8 years ago and has now been over for 6 years now, this is yet another epic "FAIL" on the part of Caltrans Division of "Fail". This order and the proposed specifications were being discussed and worked on as early as 2006 well before, I retired.
This Plan B is the result of a total failure to create realistic specifications, that would have viable bids, and it has resulted in the waste of tens of thousands of man hours of work, and millions in taxpayer funds, squandered, all while in a state of continuous denial, which has now added up to nearly 7 years of unnecessary delay in replacing and increasing our equipment pool for 3 of busiest rail passenger corridors in the US.
I would finally hope, after this f*ck up, that the State corridors who are the ones now affected by Caltrans epic car "FAIL", will finally think better of using Caltrans at all, and would wisely choose instead to collaborate directly on future procurement of equipment. Caltrans was useless then, and is useless now, an impediment to effective action, and an unnecessary and ineffective representative of the interests of the corridor agencies.
Caltans Division of "Fail" has once again shown that there is no evidence of any learning curve or "experience" to be gained, or applied, from yet another epic "FAIL". And therefore, cannot be considered a responsible actor or partner in any role, even equipment procurement, for the local short haul corridors.
