Water only a couple of inches above the rail won't cause damage unless locomotive is moving fast enough to splash water up into the motors. As water depth increases standing locomotives can be damaged as water enters the motors and gear cases, bearings, etc. Water above the platform will affect the electrical, air brake and mechanical systems.
