To clarify my earlier comment...
I do realize that Seattle is larger than Portland. I meant to say that some stations like Philadelphia, New York Pennsylvania station and Washington DC and Portland have more control over gates to keep non ticketed passengers off the tracks but in Seattle it's possible for non ticketed passengers to get on the Coast Starlight and Empire Builder platforms. It's also possible to get on Amtrak platforms in LA and Dallas because Amtrak shares stations with commuter rail lines
