I don't think you've been to Portland. While access from the station building to the platform is restricted (and there's a security guard standing beside the door), one need only walk outside the station between Wilf's and the Boiler House building on the south side of the Station; underneath the Broadway Bridge on the north side of the station, or all the way up to 9th Avenue at the north end of the platform. Yes, a security guard will yell at you if you do any of those things (once they catch you, there's no cameras), but it is absolutely possible.
