The NIMBYs in Land Park are definitely still fighting extending the Sacramento Southern service to the zoo. They are some of the most politically powerful people in Sacramento politics.
The City has funding to do environmental and final design extend the bike path along the Sacramento River that parallels the ROW from the rail bridge over I-5 all the way south to the sports complex along the river just north of Freeport. The ROW should be wide enough for them to hopefully leave the rails in place so that they can do a Rails WITH Trails project. The project page materials says that's the case for the segment to Sutterville Road (for the zoo). For the sections south of south of Sutterville Road they say they will remain in place for aesthetic purposes.
