No.
The geology and climate are similar. There is a natural layer of clay that prevents any leakage. Then for insurance it is sealed again. There is low rainfall in the area. Originally the Arlington facility was going to use the gas that is generated by the decomposing garbage but the small amount of gas was more of a problem than anything else. Not enough moisture for the garbage to decompose.
Both counties want them. The people that are against them are from outside the area. It is the route of least resistance. It is a lot easier to plant garbage there than in Petersburg, Alaska or Hawaii.
