I would really like to see this branch work. The problem is besides the upgrades to make the track at least 40 mph, is there is no business. International paper has left Santa Paula, CalAvo does not ship via rail, there is a seed company that maybe? There is a building supply company in Ventura that could. Nothing in Filmore, there is a packing house in Piru. Unless the cities want to encourage big business to come to their town, I do not know. There are several empty buildings in downtown Santa Paula that have rail access that could be put back into work. I do not know want the unemployment rate is in Santa Paula/Filmore area, but if I was on their city councils, I would be working to find medium to large companies to move in.
