TWC Question

There are two points on the BNSF here in the Midwest where TWC is issued and the end point is a RR crossing that hasn't existed for at least ten years meaning that the RR is no longer the IC&E but is the CP. Is the TWC issued legal? Could the Engineer refuse to act on the warrant stating that the end point is not valid? The two points are Ottumwa on the Ottumwa Sub and Savanna on the Aurora Sub.....Ottumwa is end point for the TWC issued out of Galesburg and since Savanna is CTC on the BNSF the IC&E(CP)crossing at Savanna is end point for Track&Time and other things on the BNSF. The DS for the Barstow Sub eluded to this the other day stating that HE didn't know what they were calling that other RR now but they had the interlocking.Amazing....10 years has passed and apparently there has been no change in the BNSF bulletins or TT...........some of you future Rules Examiners should enjoy this one.
