Dan....
....that was the stuff that was going down the Coulee Meadows Road (the torn up one) after the PCC quit running the CW. It was easier to ship from Mansfield (or Withrow, or Waterville or Farmer) along U.S. 2 into Moses Coulee and south to Ephrata on the Coulee Meadows Road than climb up the other side of the coulee, go the extra 20 miles to Coulee City then backtrack down SR 17. Douglas County still doesn't know where it's going to get the money to fix the highway.

WSDOT estimates savings in highway maintenance over 15 years to be between $25.7m and $51.4m for impacted state and county roads. Taking the lowest figure and dividing by 15, a $1.71 million subsidy to the CW would be a break even ammount for the transportation budget. According to the DOT, if the CW were abandoned, it would increase heavy truck traffic by 50 to 100 loads a day in the area, more if they're compacted into the "wheat rush" time period.
