Probably required by the state as part of a street/road project.
I've seen worse - the Port of Tillamook Bay Railroad installed two different sets of crossing signals, AFTER the line was embargoed -
in Timber (link is to early 2007 when the wig-wag was still in place, but shows the early stages of construction - the new signals have since been removed) and just south of the Cheese Factory on Latimer Road (still in place). Further north in Wheeler, there's a
set of crossing signals (I believe installed by the SP) that serves a private crossing into a vacant piece of property; while other public crossings nearby are unsignalled.
