Oregon Eastern/ UP Burns line

I drove from Ontario to Burns yesterday. The OE is apparently alive and well. Covered hoppers, tanks cars and some ag cars are present along its entirety. There are three GP7s at Vale that appear as parts sources and unused. At the end of the line called "Celatom" or Graham Road there is an Eagle Pitcher facility that had the operating GP7 hooked to a couple of hoppers. The unit was parked and no one was around.

A couple of questions. is the right-of-way from Celatom to Burns drivable (quad/side by side) with the exception of the missing trestles?

When UP ran it did crews start in Nampa and make it all the way to Burns to lay down or were there intermediary crew changes?
