From what I know, Lake Railway originally leased the line between Lakeview and Alturas from Lake county, and then leased the Alturas-Perez segment from UP. It is possible that while the Lake county lease has gone to the new company, Lake railway is unable to get out of the UP lease until it expires or is transferred. Until then, they would be contractually obligated to continue operating it. Just a guess, but the most likely case.
