It appears HiTest Silicon has chosen a site to build their new smelter near Newport, WA. They had previously looked at a site next to Ponderay Newsprint in Usk and at the old NW Alloys smelter in Addy, Wa. Ponderay Newsprint is served by POVA and NW Alloys is on the KFR.
Anyway, they picked a spot SW of Newport. According to literature, the site has "easy rail access" which I'm assuming to be the old GN main. Materials will be transported by "truck and/or rail". Needed materials will be sand, coal, and wood chips.
