Adding to what I & Richard posted the other active project to watch is the 'San Elijo Lagoon' one.
Likely are/will install a pair of crossovers at the east end of the Encinitas two track (for the future).

I see a 'Red Beach' (the gap in two track on Camp Pendleton) disruption scheduled for March 2018. Glad to that will get fixed.

Lossan is a agency to coordinate the other agencies. They will likely have their hands on the money pot in the future, so everyone else listens to them.
