Kinda hard to blame Trump. The CREATE Project predates Obama. It was actually started as a land Grab for Chicago's failed Olympic Bid. Richie Daley wanted the CN off the lakefront and the property made available for the Olympics. One thing led to another and CREATE was born. RR said done their way it would have 3-4 years. 10+ years later they're still working on it due to the Govt red tape. Govt mainly is paying for grade crossing separations and improvements that directly benefit METRA or AMTRAK.

The Englewood flyover is a classic case in delay due to political "Where's mine?" thinking, but I'll save the rest of the story for another day.
