Since government agencies are planning to coordinate the debris removal from private property for no charge and bill their insurance companies instead of having individual land owners each hire their own firms,it should be more efficient for govt to arrange for trucks to put it on dirty dirt trains in Santa Rosa area to haul away by NWP. Much better than sending lots of trucks down 101 I don't know where train could be loaded without blocking SMART trains and where is ultimate destination but it seems like there would be enough $$$ to interest NWP and UP.
Since they want to clean up ASAP I guess it could be part of State of Emergency declaration so Novato and other communities couldn't try to delay it by filing lawsuits demanding environmental impact reports
