The article only states pairs of trucks. So I assume that the truckers will de-link (RR term!) and fuel. Then get back on the road and pair back up.

Again, the article only mentioned traveling in pairs. As far as putting chains on, both trucks stop, both drivers chain up their trucks, then resume.
