Drinking on the Job?

Read a story a few years ago about the 1962 North Coast Limited derailment where both the engineer and fireman were drunk and fell asleep in the cab, causing the train to leave the tracks at 80 MPH, killing a little girl.

I also just read that alcohol may have been a factor in the 1959 sideswipe accident on Cuesta Grade involving the meet between the northbound and southbound Larks.

How common a problem was (is) this?
