Don't blame the EPA. GE has been badly managed for some years, and has been selling assets to hold up dividends and stock prices. When the company sold off GE Capital, they lost the financial leverage to sell more production than was actually needed.

EMD simply didn't invest to become dominant in the Tier 4 realm. They are hanging in, and I wish them the best.

But Seimens did. And the Charger will be dominant and Tier 4 and made in the US. Remember, one big reason that Seimens is out of the gate running with cleaner locomotives is that the EU won't tolerate pollution. Nor will China in the years ahead.

And having cleaner air is a good thing.
