Look at the boards between the rails; if the gauge were in the 3 feet range, the boards would have to be more than a foot wide. Otherwise, the picture in the article does not have much of a reference for size (unless you look at the cables, and speculate for what they are used).

Therefore, the conduit at the top of the tunnel may have an external diameter of something around 70cm or so.
