Pretty much. I will add that a penalty application can be initiated by cab signals, over speed, PTC, alerter etc. The suppression position on 26 air is after full service and before the handle off position. On worn out 26 valves you can't feel it but on decent 26 valves you can feel the suppression position, it is internal and not an identation on the outside of the valve. On the newer 30ACDW valves suppression is an actual position, same with the electronic variants. Handle off is also where you would place the automatic for setting up in the cut out or trailing position. 26L systems you can physically remove the handle and any variant after it is where you place the automatic for cutting out and setting up for trailing position. Hope this helps to understand a little better.
