Not sure in what context the OP is asking, or for what kind of brake valve. There are some layman's explanations here, as well as some technical ones. Below I posted the relevant excerpts from the Air Brake and Train Handling Manual we use on the railroad I work for. This is for 26C and Computer Controlled Brake (CCB) set-ups. Perhaps this format will help bring some clarity to the question.
