Tacoma passenger update questions

Couple of days ago, I crept by the "new passenger line" on I-5 and noticed several things I would like to ask about. Saw speed boards for passenger trains "P-68" and "F-10" by Joint Base Lewis McCord, are the passenger speeds really 68 m.p.h. and not 70? If so why such specific limits, and are locomotive speedometers really that closely calibrated? Also in the same area, noticed flashing red "X" signals on either side of a grade crossing that is equipped with grade crossing signals -- what does this signal mean? Will freight train speed limits remain 10 mph once line is up to full service? What railroad will be dispatching this new passenger line? Thanks in advance to those who reply!!
