I find that hard to believe, since both roads have large locomotive maintenance shops in California. The Barstow, CA shop of BNSF (former AT&SF heavy running repair and monthly, quarterly, and annual inspections performed there), and the Roseville, CA shop of the UP (former SP heavy running repair, monthly, quarterly, and annual inspections performed there). In both shops, locomotives are generally "hand washed" inside, prior to being worked on.
Now, if you are referring to outside "wash racks" for washing units every time through the fuel pad, then no, neither road does that in California, to my knowledge.
