The really big money in California, say Apple in NorCal and Disney in SoCal, does not want to contribute any of its wealth to megaprojects.

So you end up with regressive means like sales taxes. Sic SMART.

Meantime you have interesting geopolitical in the Middle East with a Putin-Ayatollah-Erdogan axis up against the Saudis and presumably the rest of the Sunnis who seem to be losing Iraq and Syria, maybe Lebanon. Entangling alliances. I do not see a federal budget shifting military spending to building crazy train base tunnels to Palmdale.
