The official one, or that one multiplied by say TWO for now.
My bet is that it will near THREE before long.
The problem of public projects and the almost certainty of over estimated use and grossly underestimated cost is well known. There are many studies available by academics [ i.e.; the axes ground are not tied to culprits, just to "retention and promotion"] that demonstrate the folly/fraud/incompetence involved. ANd not just US but world-wide
Channel Tunnel? After around 1.5 centuries it got bored. And it's losing money , after it cost more than stated. But it was supposed to be a public/private partnership- sound familiar??
