Because ARRA funds were set to expire this year, and construction delays meant their burn rate was insufficient to spend them down before the deadline, the FRA allowed the 1:1 state match to be shifted to future years using an accounting maneuver known as a “tapered match.” There was a kerfuffle about this in late 2015 involving the GAO and certain opposed congress people, who wondered if this future match was worth the paper it was printed on. The result is that the lion’s share of the money spent so far on California HSR (about 70%) is ARRA stimulus.
