And, what Congressional authorization or act was it exactly that permitted FRA to just magically waive the legal match requirements in Federal law? What utter bull$#it.... I've been through a Federal project audit, and didn't have to pay back the money, or go to jail, have you?

Rule of law, or just make s#it up? And, speaking of bull$#it, kind of like those earlier so-called "cost benefit" numbers that were cited? Those actually aren't true "cost benefit" project analysis numbers. Those are the purported injection benefit effects of that amount of funds expended, over a given period. It is the effect in increased long term macroeconomic outputs from spending public works dollars, and this rates "high" because it spends a lot. We could have spent the same amount of something useful and gotten the same effect.

So as I said earlier, just kind of make it up as you go along, to justify whatever the f##k you want, and wing it.... Kind of what this CHSRA fiasco has been doing with taxpayer dollars for about 22 years now.
