It's the same legal requirement for legally matching Federal transportation funds, which is why they provide this useful guidance, to keep you out of jail, or from having to repay the taxpayer money you've illegally spent to the Federal government.

And, since there is nothing in existing Federal Law that I know of that would give the FRA authority under Federal law to magically "waive" compliance with the match requirement in Federal Law, there is now a call for an audit of the CHSRA, which they are apparently fighting tooth and nail.

Why would the CHSRA be afraid of a Federal audit of CHSRA spending and match to assure compliance with the funding requirements and Federal Law?

I've been through Federal project audits, if you have nothing to hide, it's not been a problem for me, when spending "your" tax money. Audits are good practice, and useful in uncovering faulty decision making, outright incompetence, willful illegality, and/or just the unnecessary waste of taxpayer funds.

And, since you've shown a willingness to be an apologist for this incompetently mismanaged project to the point that you really don't have a clue what you are talking about, on this subject especially, of course you attack messenger......
