That rail can always be taken out and used elsewhere.
Back when the ICC was around a tactic that the railroads were known for was to sink a bunch of money into maintenance on a particular branch line and then immediately show the ICC how much it was costing them to keep the line open commensurate to the revenues coming in. The bloated figures for track maintenance usually would convince the ICC that abandonment was justified.
I remember Espee did this with the Pacific Electric branch from Brea Chemical to Yorba Linda. New ties and new ballast and then a year or so later they were ripping the track up.
