When the government (taxpayers) are footing the bill, no expense is too little. Relay rail? Heck no, brand new hot off the rolling mill 136 pound rail, concrete ties...only the best for the taxpayers, even if there's not a single train that'll use it!
Just ask the good folks of Timber, Oregon, who got a brand new $250,000 railroad crossing signal installed on their railroad line that was NEVER activated by a train (the line was embargoed, and is now in the process of abandonment). The signal was later removed; its whereabouts unknown.
Sometimes, a $40 stop sign is just as effective, but when the taxpayers are paying, let's spend $250,000 instead.
