In the instance of SMART there has been pressure from the burgs to add more stations. Which is of course why light rail should have been chosen instead of fossil fuel doodlebugs.

On the other hand I believe some stations on Peninsula Caltrain have been removed over the years. With heavy AAR rail lots of stops and starts is more of an efficiency issue than with glorified streetcars.
