When British Rys finally dieselized it discovered that the locos were lighter on drivers than the steam replaced- albeit all the weight on the D-Es was on drivers. As BR had almost no wagons fitted with brakes it was found prudent to build 'brake tenders' coupled to the D-E .
So BR dragged a brake tender and a brake van to get minimal brake power on freights.

As for motors on the axles of slugs, see SP's road slugs, used between GP-25s on the road local east out of Tucson.
Slugs were also used by RF&P at Potomac Yard, SOU at Inman, but I dunno if any of those were equipped with motors. And which roads called them 'mates'?
