Modern power electronics make dual-mode vehicle a lot easier to design.
About the same generation as the FL-9 would be the British Class 73 electrodiesel.
The current implementations are mainly "Last Mile Diesel" electrics, where the electric power rating is in the 4 to 6 MW range, and the diesel rating in the 700 to 1000 kW.
Ernest's idea would kind of provide a comparable rating in either operation, maybe have a factor of 2 (compared to 6 with the LMD).
The Milwaukee electrification did make a lot of sense; it had, however, some flaws (in hindsight it is a lot easier anyways…). IMHO the primary flaw was that it was 3000 VDC, and not an AC electrification, because that lead to many maintenance-intensive substations (but then, a considerable part of the Russian network is also 3000 VDC). And the second flaw was that they did not really keep it up to date.
Again, because of the developments in power electronics, there is a rather high possibility of common use on component level; a good example is the TRAXX family by Bombardier, which is available as electric, as diesel, or as LMD.
