Caterpillar rail unit pleads guilty to bogus repairs.

I would like to know more details at what level this make work project transpired. It is just guaranteed that an employee will blow the whistle on this behavior, so have my doubts it was corporate policy unless management is on drugs. My guess it was closer to the shop floor. I have worked in shops and know what can go on. At one shop it was a standing joke, that if they ever drug the river a barge full of shop generated scrap hidden at the bottom would be revealed.
