What is this train (and why is it here)?

Parked on a siding off the Mococo Line just east of Martinez, CA this morning (12/8) is a train with two large road units (a GE and an EMD), a heavily tagged SP caboose, a supply flat car, six empty gons and a modified flat car with what looks like a sliding excavator/claw apparatus. I'm no expert, but my first guess is that it's a rail removal train. Anyone have knowledge? I took a couple of photos, can't figure out how to load them ....
