If you try to drive up the payroll of the airlines amidst other tactics to increase the price of plane tickets the air companies will take countermeasures or leave the business.

You know what happens when there is no competition. There is only one railway and when there occurs a "panne", i.e. meltdown, of major size and duration as the SNCF has recently experienced the public will react. The highway will look more attractive.
