I've been looking into a similar project.

Transit agency: $50-200 million per mile in infrastructure costs.

Private company: $1-3 million per mile.

Transit agency: Everything is "top of the line", gold-plated, highest cost materials.

Private company: Build just what you need.

However, you still have to comply with the ADA either way.
