The NCRA spends almost all of their time trying to come up with money simply to run their agency and manage the former NWP. This involves renting property and trying to get people to pay for their encroachments on the ROW. There is no funding stream for the NCRA. It's like a start up company that's never gotten any venture capital.

This is great news. The state needs to look at the NCRA at figure out what to do with getting it on some sort of sound footing.

But the state can't just leave them hanging out there trying to live on scraps from cannibalizing itself.

If the state came up with some dough for the NCRA, the line could be rebuilt to Willits and there could be a good business for logging interests, dairies, and any other interests who want to use rail.

Perhaps the state would realize it's time to institute passenger service from Suisun-Fairfield to Willits also and invest money to make this happen.
