The facts say otherwise. Thru Executive Director Mitch Stogner, the NCRA has balanced their legislative mandate of preserving the Redwood Empire route while at the same time trying to survive as a public agency with out any taxpayer support. THERE is NO other angry in the State of California that is expected to survive and unfunded! Only agency of its kind.
