I don't know, but a wild guess is that since the railroad benefits from the snow fence and the property owner (if it isn't the railroad) doesn't receive a benefit, the railroad pays for the snow fence. I suppose you could argue that because the snow fence leads to some build up of snow it increases moisture and leading to slightly more robust pasture. But if that were the case ranchers would be randomly building snow fences.
