The idea that PTC has cost $8 billion is disgusting. I seriously doubt that even in adjusted $$ the PRR system on the NEC could possibly have cost that sort of money. IINM it fulfills the requirement of enforcing speed and separation which are the desiderata. AAR should have developed a single system with no proprietary BS from the vendors and thenm the Class 1'scould have deployed at a reasonable cost. Speaking of cost, eliminating collisions should be a documentable saving both in direct--deaths, destroyed engines/cars, destroyed consignee merchandise, and indirect--lower premiums or set asides for self insurance.
