Or, mandated tested, proven solutions like ATC or whatever is in use in Europe.

Heck, I wonder if American railroads switched their radio systems to what Europe uses (GSM), so that engineers/conductors don't have to constantly listen to unnecessary radio chatter all day long. Works like a telephone. One less thing to interrupt situational awareness.
