History of the new Bypass line in Tacoma?

With all of the news about the tragic accident near Tacoma, it would be nice to know the original history of the new bypass line. I understand there were a few miles of totally new construction. What was the purpose of the bypass line, to avoid freight congestion or reach new destinations? Thank-you in advance.
