I think you're too myopic about the ten minutes. The trains serve Olympia (Lacey), Centralia, Longview and Vancouver. Saving ten minutes from Tacoma to any of the intermediate points is relatively large. Time savings and schedule reliability more than make up for the relatively small cost of this project. You also have to consider the demonstration effect of a driver inching along I-5 seeing the Cascade scoot by will attract many to "try the train".
